Texas grapples with closing loophole on ELP for intrastate drivers

Texas is wrestling with how to enforced the rule that requires truckers to be proficient in English.

The recent reinstitution of this previous regulation applies to truckers engaged in interstate commerce. However, Texas Gov. Greg Abbott wants it also applied to drivers who operate strictly with in the state's borders.

The Texas Department of Public Safety is not enforcing the governor's directive, and WFAA explains.
